The answer is yes and no. Officer cadre recruitment in R&AW is done mainly by deputing officers from the three armed forces, IPS officers, central police establishments like CRPF, BSF, also other central government establishments like IB, DRDO, DoT, Prasar Bharti, ministries like external affairs, etc. Some times direct recruitment in the officer cadre is done by absorbing willing candidates selected for the civil services.
Recruitment of non-officer cadre staff is done both by deputation from various central government ministries, departments and also direct recruitment of those who get selected in written tests and subsequent interviews. Notifications for such posts are advertised in Employment News from time to time. But, R&AW is nowhere mentioned in those notifications for obvious reasons. For example, ads saying job posting in central police establishments, cabinet secretariat could actually mean jobs in the R&AW or IB.
